Yang Berhormat Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia
(Dr) Haji Mohammad Yasmin bin Haji Umar, SPMB, DPMB, SMB, BSc (Hons),
MSc, C Eng, FIET, PUJA (Fellow), fadc, psc (+) was born on 23rd April
1956 in Brunei Darussalam.
Yang Berhormat Pehin Datu Singamanteri
Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin graduated from
the University of Wales on 12th July 1979 with a BSc (Hons) in
Electronics. He went further to pursue a Masters course in Digital
Communication Systems at the University of Loughborough and graduated on
1st December 1981 with an MSc from the faculty of Electrical and
Electronic Engineering. Yang Berhormat Pehin was later awarded the
certified Chartered Engineer (C Eng) insignia from the Institute of
Chartered Engineers on 25th June 1986. He is a Fellow of the Institution
of Engineering & Technology (IET), United Kingdom since 28 April
2008. Fellowship of the IET is known to be awarded to members who have
demonstrated successful leadership over an extended period.

Berhormat Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr)
Haji Mohammad Yasmin enlisted as an officer in the Royal Brunei Armed
Forces and was commissioned as a Lieutenant on 9th November 1981. He has
held a range of appointments in the areas of logistics, strategy,
corporate management and policy. Initially an Engineering Officer, he
was first assigned as Weapons Engineering Officer with the Royal Brunei
Navy. On 1st April 1988, he was appointed as the Senior Engineering
Officer to head the Naval Engineering Department.

Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad
Yasmin became the Head of Research at the Defence Minister's Office and
Directorate of Strategic Planning (DMO/DSP) on 14th September 1990. Two
years later he took on an appointment at the Directorate of Logistics
as Staff Officer Grade 1 Maintenance where he was responsible for
developing the maintenance policy for Armed Forces assets. On 2nd May
1994, he was posted back to DMO & DSP to fill in a Staff Officer
Grade 1 post. On 14th July 1995, he was appointed as the Director of
Intelligence and Security, a post that he kept until December 1998.
It
was during his tour as the Director of Intelligence and Security when
His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam
conferred him the Honorary Title - "Pehin Datu Singamanteri". On 15th
July 2003, Yang Berhormat Pehin Datu Singamanteri Colonel (Rtd) Dato
Seri Setia Haji Mohammad Yasmin was conferred the Most Honourable Order
of Paduka Seri Mahkota Brunei, Second Class, which carries the title
"Dato Paduka". Yang Berhormat Pehin was appointed as the Permanent
Secretary of the Ministry of Defence on 24th January 2003 and he is also
currently the Director of DMO/DSP (appointed on 04th of January 1999).
On
06th September 2004, His Majesty The Sultan and Yang Di-Pertuan of
Brunei Darussalam appointed Yang Berhormat Pehin Datu Singamanteri
Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin as an Official
Member of the Legislative Council, and on 24th May 2005, by the command
of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam, Yang
Berhormat Pehin was appointed as the Deputy Minister of Defence. On
15th July 2006, Yang Berhormat was conferred the Most Honourable Order
of Seri Paduka Mahkota Brunei, First Class, which carries the title
"Dato Seri Paduka". On 15th July 2010, Yang Berhormat was conferred the
Sultan Hassanal Bolkiah Medal, First Class. On July 2011, Yang
Berhormat was conferred the Distinguished Service Order (Military) by
Singapore. On 15th July 2011, Yang Berhormat was conferred the Darjah
Setia Negara Brunei Yang Amat Bahagia 1st Class – P.S.P.N.B carries
title “Dato Seri Setia”.
Yang Berhormat Pehin Datu Singamanteri
Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin has attended
courses, seminars and workshops in the United States of America,
Australia, Japan, Republic of Singapore and the United Kingdom. Amongst
them are the Command and Staff Course in Singapore in 1986; the 22nd
Army Staff Course Division 1 at the Royal Military College of Science
(RMCS), United Kingdom, in 1987; the Defence Research Fellow Exchange
Programme at the National Institute of Defence Studies, Japan, in 1991;
and the Defence College, Australia, in 1999.
On 13 May 2008, he
was decorated with "Grand Cordon of Istklal (Order of Independence
[First Degree] by His Majesty King Abdullah II King of Jordan. He was
also decorated with the the Order of Sikatuna with the rank of Grand
Cross by President Republic of Philippines the Honourable Gloria
Macapagal Arroyo which he received on 24 August 2008. The latest
addition to his honours and awards list was when Yang Berhormat Pehin
was awarded Fellow of Pertubuhan Ukur Jurutera & Arkitek (PUJA)
Brunei on 1st May 2010.
Since 29th May 2010, by the command of
His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam, Yang
Berhormat Pehin is appointed as the Minister of Energy at the Prime
Minister’s Office.
On 5th August 1983, Yang Berhormat Pehin married Datin Hajah Noryasimah binti Abdullah and has been blessed with one daughter.
