New procedure on earthwork development
BANDAR SERI BEGAWAN, February 1 – All applications on earthwork development for land within the Development Control Competent Authority (DCCA) area must be submitted by Qualified Persons (QP) namely architects and engineers who are registered with the Ministry of Development.

The new procedure covers all earthwork development irrespective of the land size.

The step is taken to avoid and lessen the problem related to landslide and flooding causes by improper earthworks.

Prior to this new procedure, any earthwork development applications can be submitted by the land owner himself for land less than 0.5 hectares, while for land area more than 0.5 hectares application should be submitted by QP.

According to the Department of Town and Country Planning, it is a joint-responsibility by land owner, developer, QP and earthwork contractors to take care of the environment to avoid damage on environmental area and property which can lead to landslides and flooding.
